6. Which groups of people are singled out as special targets for Swifts’ attack?  Are the Irish presented completely as victims, or are they also to blame?

  1. Most of the responsibility is in the hands of the government, but I also think that he points some of the blame to the people living in the poverty for not really trying to do anything to change the way that things are for themselves and others in the population.

  2. The first target seems to be the government. Swift describes the hypocrisy of the government but he also becomes angry at the Irish because they continue to play victim and not do anything to change their situation. He is frustrated and angry at their indifference.

  4. Not just the government, but the ENGLISH government. That is an important distinction.

  5. I think he is targeting the Government but I also think he is aiming to educate his peers and the people of Ireland about the economic issues. His proposal talks about the people of the society fixing the problem so I think it's a hidden message to target the Irish people that if we want to fix this problem we have to work together and not just rely on the government.

  6. For the most part it's the government and the higher ups, which was the English or those who the English put in to power. He also blames the Irish, too. He talks about the fact that some just didn't seem either willing or able to change their station.

  7. He blames the English government, but acknowleges that government alone is not responsible for every will and whim of the people. The Irish people become a target in his accusations and blame when they fail to act and fail in their willingness act.
